Review Request: disable toolbox for now

.. which people who are using KDE 4.0 will learn to do, and probably not 
notice when the toolbox becomes more useful in the future. I think the same 
reason can be turned into the opposite: it shouldn't be there so that people 
notice it is new, play with it and find the useful feature it provides (when 
it provides one).

I'd say there are very few KDE 4.0 users right now, so it would not yet harm 
or confuse a lot of people.

it is harmful though if it overlays with the panel or in xinerama 
configurations.
