[Plasma] looks and usability of applet handle frame

yeah   where you can click and drag you keep the funcionality but in the 
plasmoids were that is not possible you would have this universal fall back 
plan.

Im not sure if it will be comfusing dowgh...but honestly can't see any perfect 
solution and the only universal anser i can see is this one, or forcing every 
plasmoid to have empty area that is clearly usble for drag..
