add widgets / add panel -- no symmetry (locked mode)

This one is strange, in locked mode you cannot add widgets, but you can add panels. You can change the panels as well (placement, size).

I would opt for disabling this -- lock mode should provide fixed environment, if somebody wants to change the panel (no matter if it is adding plasmoid or changing its placement) she/he should go into unlocked mode, when you can tweak things as long as you want.

In other words -- changes to environment should be more explicit, not implicit (ok, it is not 100% implicit now, but anyway, it could be a bit safer for weekend user).
