Repeating the above with a png and a gif yield the same results. 

However, I notice that when I pull down the menu to the right of the word "Picture", in addition to all the standard wallpapers, the picture that I was initially trying to add (before I filed the bug) is now in there...5 times. Selecting one of them and clicking "apply" puts that picture on my desktop.

However, the png and gif that I just tried to add are not in that list.
