the bug report tool should show potential matches that have been closed as 
well, of course.

that said, i usually dont' close them as dupes, i just close them with the 
comment of "upstream bug of $PROJECT". it's not a huge burden.

i don't think KDE has a global policy on this actually. ime, generally if it 
isn't a KDE issue we move it on to the project that can fix it and close it in 
b.k.o
