[Bug 163459] panel does not support RTL

Lets take it outside the bug tracking system into the mailing list...

Aaron,
My tought was: we informed the community about this issue, we forward 
it, and we keep this open until TT have a new release which fixes this 
issue. I have no intention to make b.k.o a forum. However, I am afraid 
someone will try to report the but and see that no valid bug is open and 
we will continue "closing bugs as duplicates of invalid bugs".

What is  KDE's policy is such issue? When it's a Linux/Xorg/GCC/whatever 
bug?
