[Bug 166860] Adding Plasma panel to the top of the screen covers the plasma icon in the upper right hand corner.

Here's how to reproduce the issue.

1. Zoom out with the plasma toolbox icon.

2. When your zoomed out resize the panel big or smaller a little.

3. The icon now moves into the corner where the panels can overlap it.

I have two panels at the top and normally the plasma toolbox is below the panels on the right like a panel should be underneath it.
