As an "innocent" bystander, you can take my word with a grain of salt, but I 
think the point of this exercise is to instill confidence in the people who 
maybe felt failure in backports to 4.0.x. Better is that it gets to "you're 
always backborting for me so let me backport myself" rather than any 
enforcement (aka encouragment)...
