I put export PATH=/opt/kde4.1/bin:/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/games in ~/.bashrc, but it made no difference.

As for distros changing the location of KDE binaries, I can't see that happening easily. Plus, everything else in KDE 4.1 seems to work, so I don't see why the logout/lock buttons should be special.
