On my laptop (without compositing or other graphical effects), the lock and lockout widgets in the panel are identical. There appears to be no way of determining which is which - there isn't a tooltip either - other than by clicking on one and hoping for the best.

I'm running KDE 4.0.98 from SVN yesterday.
