RFC: wallpaper and containment handling in 4.2

hmmm... I wonder how this will affect my project...
right now I don't want to let the user change the containment, because it has 
important stuff like removing useless buttons from the toolbox and changing 
the lock action to require a password... 
but I do want wallpaper plugins, because users without composite deserve 
something more than a black background...
I also have some other options planned that I'm not sure whether I'll put in a 
plasma config-dialog or in the screensaver kcm...
I wasn't planning to think about config stuff for another two weeks ;P
