backporting policy

hi all..

bug fixes should be backported to 4.1.0. either have a checkout of kdebase from 
the 4.1 branch and do so *after you commit to trunk/* of CCMAIL:panel-
devel at kde.org in your commit msg with a comment that it needs backporting and 
one of us will take care of it.
