Thats strange, Oops I am using 4.0.4
I right click on the panel, select panel settings.
The Configure Panel-Plasma dialog shows up.
The Size dropdown has the following options:
- Tiny
- Small
- Normal
- Large
- Custom

Tiny exhibits this problem (not small, sorry about that).
