it's hard to explain, depends on your theme... try just a few pixels above the folder-name at the top... you have to click on the folderview applet, but outside any of the child widgets it creates. then if you hit ctrl-s and folderview settings comes up, you've got it.

the cause of this is an annoying pair of qt bugs that interfere with both shortcut activation and telling which applet has focus.
