Btw: r826398 in kdebase/workspace/plasma/plasma made my patch not working
when the config UI is shown.
My patch works up to r826380.
r826398: looks like the beginning of Aaron's own approach. He uses a
different approach than mine: so the new code prevents my patch from
obtainig events from the panel and applets :-)
Aaron: The unrendered moveOverlay widget makes my systray disappear when
the config UI is shown.

imho, the widgets move/resize highlight should be enabled on mouse hover when they are not locked, not when the panel configuration is open.<br>
imho, it doens't make sense to open panel configuration to move/resize a applet.<br>
