Looks good for moving applets and works here.
But, I wouldn't activate the moving mode through the context menu.
Just enable it, when one goes into panel configuration mode (where you can resize the panel).
I also think, that this is what his second suggestion was. ;)
(And I'm still in favour of dropping the content of the applets when moving them, so it is easier to see where which applet is, but that's more of a style question.)
