hm.. well, this is where we probably want to start working on Extender. which 
means we need to start working on WoC, this is my #2 item on the TODO atm.

because with Extender, you shouldn't need to divide this up.

that said ... instead of Desktop vs Containment it should also probably be 
based on the FormFactor so that desktopisms don't creep into it. remember 
that plasmoids might be used in other apps and non-desktop scenarios.
