I'm using vertical panel in KDE3 right now.
If there is too much task to fit in the panel, a kind of scrollbar will 
appears.  This is ugly and generaly mean i need to close some windows :-)
Having two columns will probably not be so wrong.  Specially if people has a 
large panel.
