API review: protected config of applet

KickOff could declare config() to be public. but yes, i think this is a 
pattern that is likely to be repeated, so perhaps we should mark this item 
for re-examination and leave it public for now.

yes, i think we should do this and commit to delivering a working folder view 
in 4.1.
