As a semi-artist I have to say that you're a bit wrong on this. Consider the 
slim glow theme. It has a glowing outer line. If the shadows are in the code,
then the glowing line will get a shadow which is wrong.

This is the same problem we had earlier with kwin's shadows on plasma windows.
