[PATCH] Applet opacity

there have been one or two requests for this in the past. what i'm personally 
missing is the use case beyond "ooh, it's cool!" resize and even rotate have 
interesting use cases (for rotation, think about horizontal surfaces) ... so, 
perhaps we can start at use cases.

i'm also concerned about how this might interact with other possible features 
that would use translucency...

so .. use cases.

if we do agree on adding this, a few things will need to happen:

* the slider will have to be a lot nicer =) but you already noted that, so no 
big deal. i just wouldn't want it going in like that, even "temporarily". 
those temporary things have a way of making it into releases ;)

* don't setOpacity on the painter if the opacity is 1. in fact, i don't see 
the point of opacities >0.9x or <0.1 tbh...
