[Panel-devel] kickoff delegate painting

hi everyone..

as a heads up.. in time for the next beta/rc, unless there is a better 
painting option in kickoff's delegate, i will be switching it back to using 
the bold text on mouse over. i'm fine with waiting longer, but i am not fine 
with another release where this one part of kickoff looks so bad, 
particularly when the rest of it is pretty nice at this point...

ah, it also needs a border around the window, as it doesn't have enough 
contrast as-is against backgrounds of a similar colour.
