[Panel-devel] peer review clarification

hi all...

apparently this is a source of great confusion and annoyance for people, so 
let me make it clear:

i really don't care who peer reviews you patches, just get someone to do it. 
the point is to get another pair of eyes on things so that problems that are 
obvious to fresh eyes get caught.

you don't have to wait on me unless it's a larger design issue.

another issue that seems to be haunting people is "can i work on ThingX, or is 
someone else working on it?" the simple solution is to let people know you 
are working on something and just get on with it. if someone else is *also* 
working on that exact same thing, they'll let you know.

i hope this goes some way to resolving these process issues.
