[Panel-devel] some notes on comments in source code

if you come across a problem/bug in libplasma, krunner, plasma or any of the 
plugins (applets/engines/animators, etc) please either use TODO or FIXME so 
they are easily findable, e.g.:

//TODO: need to implement configureDialog in Applet
//FIXME: init() does not get called

and please do not put such comments in the apidox =))
