This is fixed with http://websvn.kde.org/?view=rev&revision=751541
Some applets don't support being in the panel correctly in which the panel's size will grow, but removing the applet should bring the panel's size back to normal. Also some applets (such as the digital clock) seem to be preventing the panel from decreasing in size again but that is the fault of the individual applets.

I'll go through and fix what I can, but please file bugs for individual applets when you find issues.
