[Panel-devel] Icons settings in the desktop config gui

is this really something we want to have handled by the ~/Desktop folder 
loading? or should this be handled by a purpose-built plasmoid?

this can be done by placing appropriate icons on the desktop directly, though, 
correct? is there a need to configure this to turn them on/off?
