[Panel-devel] Desktop Icons Patch

I don't see a problem with icon.  People will see it on the desktop and
thing, "That's an icon."  While the description "Icon" may not be all
inclusive it is appropriate and avoids confusion.

I'd also like to name the folder the same thing as the name of the applet to
avoid confusion.
