And that's actually untrue as well. An author and
distributor is only obligated to fulfill the pro-
mises detailed in the license he originally put
his work under (i.e. GPL v2), not any of the la-
ter versions, even if there's a "or later" on it.
I.e. someone who receives the code can chose to
use and redistribute it under the terms of the
GPL v3, but that does not put new obligations on
the author - he's only bound to v2. And that's
the official FSF stance.
