[Panel-devel] plasma.bddf.ca moving

plasma appeared on slashdot again today. i wish people would give us a heads 
up when deciding to do that, but whatever. right now the website is down. it 
will be moving to a better location shortly, however. expect a day or two's 
downtime however.
