[Owncloud] Web app and ownCloud working together?

Hello.
I am currently developing a web app that manage a storage room. What I want
is the possibillity to create a excel and word document and automatically
move it into owncloud? I want to have only one user in owncloud to receive
this documents, both on the server running owncloud and his pc locally.

this is a newbie question and I like your advice on this situation.
