[Owncloud] Encryption password recovery

Hi,

can someone explain me how the encryption password recovery works?
What are the steps to get it to work?
At first, the admin has to enable the encryption passwords recovery key, 
right? Then a user has to enable password recovery by sharing all files 
with the administrator. But then, how can the user reobtain access to 
his files? I don't really get the idea behind that?
