Frank has to create a repository (»news-chrome-notifier«) and add you

We don’t have any policy for this, and I don’t really think we have
the capacity to manage this anyway. Personally I would prefer that we
do not have a central account. What is developed by you should be in
your account, and I think different accounts publishing ownCloud apps
is the sign of a healthy ecosystem.
So, I’d say just register an account for yourself and publish it under
your name, just like Martin did for the Bookmarks extension:
