Thanks but still no go.

IUSR has full control on ownCloud root plus subfolders and files, ditto
IIS_IUSRS and Machine\Users. 

*Most* vexing. Any clues welcomed.

It's stupid, but could you please check again, if IUSR really has all rights
on the apps directory and all subfolders/-files?

And try giving group IIS_IUSRS the same rights.

That's all I had to do.
