[Owncloud] where is the temp-upload-directory set?

The tmp folder is determined by get_temp_dir, see end of lib/base.php

The upload_temp_dir setting from php.ini is the first that is checked
for. Are you sure your configuration is proper as well as you have it in
the appropriate php.ini file?
