[Owncloud] quota issue

Hi all,

I think I've found a quota issue in owncloud 4.5 beta2:

user1 is a group-admin for group1 and not the superadmin. user2 is
only an "normal" user in group1 with 1GB quota defined from the
superadmin. Now, it's possible that user1 can edit the quota limit of
user2 to 2GB, 5GB or any other limit. Is this volitional? In my
opinion the superadmin must have the possibility to set an upper limit
which can't be surmounted by the group-admin.
