I can eventually take the already existing packages as a base to create
the packages for Debian?
They seem to be in quite good shape, except missing some files (like
copyright etc).

You can upload new versions to Debian Unstable as much as you want.
Ubuntu uses Unstable to sync from, so I guess Ubuntu wouldn't be many
versions behind.
