[Owncloud] bugtracker situation

Well, let's see how it goes.

Btw, we would want to change the Links to the bug tracker on our web pages.

And maybe a piece of information on Bug Genie, maybe even above the header to 
tell people what's going on and where to head to. Atm you only see the log in 
form (although you're logged in) and a note "You're not allowed to access this 
page" when you click "Report an issue → Bug Report".
