Yes, but right now it's only implemented for INOTIFY (Linux).

It's 3 minutes, for both client and server update (unless you are on Linux, see above) and right now it's not configurable.
The big picture isn't so simple and will have to be approached incrementally (for instance, we need to ensure to be notified if mounted space (dropbox, NFS, etc) changes, and I am not sure if we get notified in all cases.
Also, if the server should dictate an interval, we should do that as part of a more sophisticated policy framework (which could one day provide full provisioning).
Some people also have raised concerns about keeping TCP connections open (IMHO the simplest solution, and totally common e.g. with Exchange with Active Sync does exacply that). IMHO this would be the simplest way to achieve server notification.
That's of course no excuse for not doing it, its simply missing at this point.
