[Owncloud] ownCloud 4 separate forum board

Hi, mighty gods of owncloud.org!

I would like to turn your attention that forum needs a separate board for
the current release ASAP.
Too many people are coming on IRC with the same questions.

In addition I chatted with people tried to fix OC 4 issues with solutions
that had been posted on forum back in April.
That's not good.
