[Owncloud] Free licenses of PhpStorm for all ownCloud developers

Just one quick clearification as just discussed on IRC:

My intention is not to promote PhpStrom to be the ownCloud default IDE.
Feel free what ever you liek to use!

I just want to give you guys another option - a nice one from my point of view. ;-)
