[Owncloud] Permissions to read a value from the appconfig table

Hi all, 
what is the reason for the different permission handling inside the two 
alternatives to read a value from the appconfig table, once via 
OC.AppConfig.getValue() and once via OC_Appconfig::getValue()? 

Is it just that from within php an apps access cannot be prevented anyway?
