[Owncloud] Upload Button on 4.5.4 is broken again?:)

I had a similar issue with chromium 22.x
Can you try Right-Click in the browser window and then choose "reload frame", don't know how it is called exactly.

There is an issue in chromium which causes Shift+F5 not to work correctly.
