Okular is part of Gpg4win (gpg4win.org) which is sold to public institutions
(mostly in Germany) by g10 Code GmbH under the brand GnuPG VS-Desktop. It's
unclear how many people use Okular because Okular is just a free add-on to
GnuPG VS-Desktop. The institutions buy GnuPG VS-Desktop primarily for the PGP
encryption that's provided by Kleopatra (a KDE project) and GpgOL (an Outlook
plugin by g10 Code GmbH). I don't have any contacts. Maybe g10 Code GmbH can
give you some contacts.

GnuPG VS-Desktop is approved for transmitting confidential documents classified
as VS-NfD (a German classification level). GDPR compliance might be part of the
approval. (see https://www.gnupg.com/gnupg-vs-desktop.html)
