[okular] [Bug 516920] Up-Down Arrow keys not scrolling properly

Additional info:
   Scrolling down works properly. But then scrolling up (Up arrow key) the page
scrolls more than just a  few lines. Directly after scrolling down scrolls many
lines. But, if you keep pressing the Down arrow key it eventually settles down
to scrolling just a few lines.

It almost seems that was an intentional decision for Okular to work like this.
If it was intentional then the reason is far beyond my comprehension. If the
idea is to scroll larger amounts of text you do that by modifying the Up-Down
keys with Shift, Control, or Alt. 

Consistency please!!!
