[okular] [Bug 519465] 'Contents' tab is in the sidebar for some pdf files but not others. Even when they all have headings. Why?

4 files in the zip, 2 are the origionals and the other 2 recent copies.

Bug is not resolved and agree it may not be Okular, however at this stage I
don't know where the issue lies.  There has been a number of minor release of
Libreoffice since Feb 2, but I have tested an archived version, archived on Dec
12 2015. Same result.
