[okular] [Bug 519465] 'Contents' tab is in the sidebar for some pdf files but not others. Even when they all have headings. Why?

We don't make up things, I'd there's no contents it's because there's no
contents. If you expect the generated file to have contents and it does not,
that seems like a bug in the application creating the PDF file.

Unless you can provide a file that has contents and we don't show them, this is
a no bug.
