It's not a list of prioritised bugs, it's just a list of tasks, not a particularly complete one.

If you don't see the difference between a task and a bug.

https://phabricator.kde.org/T4157 is clearly a task, there's no "bug" that would be solved from not using QWidgets in OkularCore, it would just make the code better.
