OKULAR is run separately from KILE. 

in KILE:
ForwardPDF | okular | --unique %absolute_target 
PDFLaTeX | modern | pdflatex | -synctex=1 -interaction=nonstopmode %source 

in OKULAR:
Editor options | Kile | kile --line %l
