As I am just user, I try to contribute as I can. I googled and found, that a
few years ago Evince, Acrobat reader, kpdf had similar problem. And the
solution was the same, as said in comment #21 by Pavel: we need implement
"auto-rotate and center" and "scale" options. Auto-rotate option should be used
by default. 

Evince introduced these options with these commits:

I think, A skilled programer should found ideas about fixing Okular in these
