Description of okular behavior I see with "Normal" setting:
- Scrolling in PDF files makes the X server grow very rapidly
- This make the X server start swapping
- This results in Okular displaying the file very slowly

Description of okular behavior I see with "Low memory" setting:
- Every page takes around 300 ms to be rendered

Ultimately, for me the second setting ("Low memory") results in a much faster
scrolling experience for PDF documents.

To me it seems that with modern processor performance, the tradeoff between
using more memory or more cpu power clearly favors the latter.
